in an investigation you're told to conduct has you discover other crimes, you just pass those over to other groups to prosecute. you have opportunity to perhaps get evidence towards your own investigation while those crimes are prosecuted. that alone required the investigation, to be thorough enough, to take 2 years.

If you read the 448 long report, there's no bullshit in it. Maybe Mueller has misgivings about it now because of the political pressure, but the report speaks for itself.

Except for the fact that it called Joseph Mifsud a Russian agent, while purposely omitting FROM THE SAME EXACT ARTICLE IT WAS SOURCING FROM that he had ties to western intelligence agencies, namely Italian intelligence and the FBI.
