Gun cotton is easy to make.

Match heads burn a bit weak. Switch to black powder and make H55 primers. Fulmeric Mercury based. All legal chemicals, modern primers have restricted chemicals. The primers make the ammo corrosive but because black powder tends to foul everything it puts a protective layer on the metal.

They make knock off 1911s in the Philippines, by hand. They hand file them from mild steel. Takes a whole week but it gets them a working and amazing looking gun.

The amount of time and resources you'd have to sink into fabricating arms and ammunition would be a enough of a barrier to entry that in effective terms, we can say that no one is going to do it.

Honestly while it is possible to make real primers, it's a lot easier to stockpile and vacuum sealer them. Primers are cheap.
