Iran made a deal with Europe, US, Russia, China to curtail its nuclear development in exchange for sanctions lifting.
Last year US pulled out of the deal, and have started threatening secondary sanctions against companies that keep working in or with Iran. European countries promised they would find a workaround so Iran still got Euro investment. Then Eurocucks sat on their hands, and only came up with a glorified food for oil type program. Iranian economy is now worse than before the deal.
Iran has given them an ultimatum: find a way to skirt US sanctions in 60 days, or we restart our nuclear program. And they have the right of it.
