Atomic Bombings of Japan: war crimes?

Were the atomic bombings of Hiroshima and Nagasaki war crimes, or were they justified in that they shortened the war? Japan was stubborn, would they have surrendered without this? Do other countries feel America was in the wrong?

Let's say Germany managed to make two atomic bombs, put them on U-boats and detonated them in the harbors of London and New York City. This wouldn't be enough to win the war so they still lose. Do you think the Allies wouldn't try the leaders for war crimes?
