In theory, yes. Injunctions aren't a Constitutional power granted to the Judiciary, similar to the vast majority of Congressional rules. Injunctions are typically best practice when there's legitimate legal concern over implementation of policies or actions, but as the other user pointed out, ideologues have spammed injunctions to point of irrelevance. It's going to take a Supreme Court ruling (don't count on a branch self policing), or a Constitutional Amendment from Congress to fix it.
