He states himself that the old world had its positives, things he loved and wants to continue, but there were certain elements that were less than desired. He is a hyper intelligent man with real goals. He's an incorruptible representative for human-kind who couldn't care less about the day-to-day lives of people. Hes socially laissez faire, but at the same time desires order and allows people a venue in which they can interact peacefully with consent. He doesn't want to waste time policing the minutia of humanity, he only wants to deal with and challenge humanity's greatest problems. The NCR is corrupt, over stretched, and too caught up with recapturing the old world's perceived glory they refuse to see that the old world made massive mistakes leading to the hell scape they live in today. The Legion is too caught up with creating a uni culture of nothing to do anything of value. Ceaser might have a point if he too were immortal, but its commonly known the Legion is only as strong as its strongest link, and no one comes close to Ceaser in terms of mental fortitude. No one in his ranks comes close to his appreciation of language, culture, and thought. Ceaser knows this too, but hes too caught up in his ideals hes willing to burn and throw someone off of a cliff who could conceivably claim the Legion after he passes.

House is beholden to no such flaw, he is immortal, he requires no heir and does what he does for the sake of a greater collective. He realizes that the old world died on the pyre of comparatively meaningless cultures. The NCR and the Legion would be nuking each other now were there no Wasteland Constraints put upon them. House, even in his triumphant moment at the Dam, chooses to perform a show of force rather than an act of force.

They have technology, but they only use it when absolutely required, they refuse to use advance tech because it will make man reliant on it, it will make us weak, and feeble, and when it’s taken away, we will be helpless, we must rise with willpower, and self sacrifice, but that doesn’t mean the legion doesn’t have a couple rocket launchers sitting around for when the brotherhood gets uppity.

At his core, he wants more. Squabbling over who is degenerate is meaningless when the ruling body cannot be corrupted by the twisted ideals of a culture. Fighting for smaller government is meaningless when your ruler is all knowing, immune to corruption, and not privy to policing what goes on in your own home between consenting parties.

The other groups would rather tear others down to stand taller, whereas House wishes to raise all ships in one great tide of a Human Ascension ruled by reason and peace.

You can wear power armour, but you have to carry it with your own body otherwise you would become reliant on it, and your body would become weak, and that’s why legion armour occasionally has individual power armour pieces attached. charging at the enemy is usually just a diversion for other soldiers to flank or get somewhere unharassed, and besides, the legion has conquered vast swaths of land so they must be doing something right.

The legion cant sustain itself, here's why.

A) The Legion’s war effort on the NCR is suicidal, they may have had some success in the Mojave, but the deeper they go into NCR territory the harder it will get. The NCR has a bigger population and utilizes more effective technology and supply lines (Gun Runners and Crimson Caravan). So at some point the Legion would be stopped and most likely pushed back, and without the relatively wise leadership of Caesar (Brain tumor), they could be crushed. Even if the legion stops expansion at Vegas, they need swaths of troops to hold the Mojave as the population hates the Legion. Ultimately they’ll end up like the NCR; overextended and facing external threats.
If you have a high enough speech skill and you chose to oppose the Legion, you can have an interesting conversation with Lanius. In it, Lanius makes the Legion’s goals clear, which is to destroy the NCR. After that’s said, the Courier can tell Lanius that even if the Legion conquers all of the NCR, they’ll need a massive force to hold the west, which would leave the east weak, and inspire dissidents to rebel there. And rebellion would happen after the death of Caesar because.

B) The legion is too reliant on Caesar himself, once he croaks, its likely that legates could attempt to seize power and split the legion. This could happen due to how quickly the legion conquered and assimilated 87 tribes. When New Vegas takes place in 2281, the Legion is 34 years old; meaning that in 34 years Caesar managed to conquer, assimilate, and incorporate 87 tribes into his empire. Most of the people (and more importantly soldiers) who live and serve in the legion can remember the days that they lived in their own tribes. One could assume that many would prefer to go back to that way of life or try to represent their respective tribe as leader of the legion. Most inside dare not rebel because of Caesar himself, he’s confident, focused, and truly terrifying (both in demeanor and actions). However Caesar does not seem to have any heir’s, and Lanius is too focused on conquering the NCR, which as stated before is a nearly impossible task. More than that though Lanius is not Caesar; most of the Legates are just as belligerent and genocidal as Caesar is, what unites them under him is their respect for him. Lanius only has a reputation of being brutal, which wont go far as all of Caesar’s legates would stick one another on a cross if they could. So now The legion has its own little crisis of the Third century on its hands, only this time I seriously doubt that Aurelian is going to save them.

In conclusion, the legion has overextended itself and will notice that it has once Caesar dies. No-one is suitable enough to replace him, and there will likely be many others who call themselves “Caesar as well”. They can't hold all the territory they conquer the further they go into the NCR. If we're talking about what's best for vegas; the NCR has the most freedoms and can probably deal with the region pretty well, however they have high taxes and can't protect the Mojave and represent all of Vegas’ interests. Independent and Followers is some anarcho-commie shit. Great Khans are tribal degenerates. And House is totalitarian, but he seems to care for the interests of the people of the Mojave, So i’d say house is the best option.

Fact is guns, well most guns go bad when left uncleaned, unused, and so we can imagine that a good 85% if not more of all firearms, outside of the NCR are just as deadly to the shooter as the target. That's the problem though, the NCR are a government, a operating system, and so we can assume nearly all their guns are in working condition. Now in Caesar's defence, he has horde's of mini tribes, most troublesome, to throw at the machine guns, before sending in the true legion, and bullets are not limitless.
