If you go back enough in history you notice that much things were done through conspiracies. Usually the upper class of society was actively conspiring with each other to fuck over others. This really hasn't changed over time. Also the population was kept dumb and distracted so that they would work under feudal systems or other systems which was slave labor for nothing. They wouldn't build anything, they wouldn't get property but just toil to exist, while doing nothing with that existence. And they willingly accepted those conditions from above.
