Genetics are the root of culture. If you have two groups of the same species, and one develops an extremely large prefrontal cortex and a (I think) amygdala, whereas the other develops an enormous amygdala and a much smaller prefrontal cortex, then the first group will be genetically predisposed towards acting in a way that's based on critical thinking and not very emotion driven. The second, however, will likely act in a way more driven by emotions. Culture is just a much larger example of this driven by far more than 2 variables. Culture is the way that it is DUE to genetic predispositions to actions that are part of the culture.

Because culture is downstream of genetics. Sure there is a feedback where culture applies artificial selection (like wars and death penalty weeding out low IQ sociopaths and dis-genetic riff raff) or epigenetic changes.

But there is a genetic baseline of abilities (time horizon, intelligence, dietary preferences) that change only over long time spans like 10.000 years or through very drastic events like a plague.
Sure better nutrition and access to education elevates any population but it doesn't change its potential (you can see whites and blacks SAT score rising but the gap is still there).

Ask yourself: where does culture come from in the first place? If we are all equal and equivalent why are there different cultures in the first place?

The only way to make every ethnicity in a nation equal would be to force equal behavior and to use eugenics. After 3 or 4 generations of this, and yes skin color and facial features wouldn't matter (assuming the genes for skin color and bone structure aren't correlated with behavior and cognitive abilities).

The unfortunate truth is, that culture is not an outgrow of genetics, but born out of traditions.

Culture is in a long run an effect of genetics and at the same time affects genetics as it applies selective pressures(especially men who are the ultimate signs of their cultural values typically have lots of kids). Of course there's a lot to say about choice influencing standing of various cultures, nations and races - Eastern Europe is at large more impoverished than the west because of the two developments - the eastern shift towards more agrarian/manorial economy and later communism, both of which are ultimately the result of human action, not some underlying genetics, but just because race is not the only thing that matters doesn't mean it doesn't matter at all.

I was like you until about a year ago. I thought that the only physical difference between White/Black was the melanin in the skin and the shape of our noses. What you need to realize is that the human race evolved separately for millions of years. Most anthropologists and biologists believe in separate species of homo sapien. Blacks are not hated for their culture their culture is what it is because they are black. "All men are created equal" is a falsehood. Blacks are not equal in intelligence, and that is an objective, biological fact.
