The CIA has never been good at actually gathering info, look at their history. They tried to make up for it by going offensive with disinfo and coups. As to what they do domestically, look at all the stuff they've done in the past and assume they're doing that if not more.
And if anything the divide between what they'd do domestically and foreign is lessening. This is one of the consequences people don't realize about internationalism / globalism. Why should the CIA treat US citizens differently than anybody else? After all, They serve the whole world now not just the USA, so why not spy on Americans or do coups in America, if it's the right thing to do and was the right thing in the past (and of course it was), don't wanna be a nationalist.

This is true now, Five Eyes Intel programs allow them to use other countries to look into domestic matters and analyze data collected from USA. This allows them to circumvent data collection legalities and effectively operate domestically. Intel allies just operate as a proxy to funnel them data "legally."
