1) be given chances in a public education system that will allow them to rise or to look at it another way...
2)...public education and the student population (most of whom do not care about education) will not crush/disappoint/depress high IQ people to the point where they are not productive/give up on life/whatever

on a good note, since I did 13 years school in germany, the modern education system implements very well the greek ideal of paideia, a universal education that gives the student access to multiple fields from science to art in order to raise an intelligent well rounded human being.

The schools do it with too much theory and too much sitting but they do it. You come out of school knowing a lot about many subjects and that ought to be acknowledged.

I will also say that despite some minor and negligible ideological biases, schools have been relatively free of indoctrination in the strong sense of the word, and teachers have not been intrusive about political subjects. I can personally attest to that.

That was the case as far as I can observe until the late 2000's in germany where I lived (no longer). It is in fact changing but the hard core seems still intact.

So no public education is not a waste of money.

Grade 12 Western History and Grade 12 Philosophy are fantastic courses in the Ontario catholic school system

the biggest problem in the US (and this is happening in Canada now especially since the recent advent of excessive political correctness) is public elementary and high schools.

In NYC you now have a mayor who is trying to force students who couldn't care less about education into the top high schools* in the city, in an effort to 'help' various demographics.
These are ELITE schools that have been nurtured and developed for decades and the students who attend do so only after getting through a highly competitive process, thereby filling these schools with only the very best of students of the NYC district.

Now, some of these elite kids will not get the chance because despite working their whole lies toward this, some other kid will be given their spot simply because of the colour of his skin and/or the lack of money in his family, neighbourhood, etc.

I talked to a high school auditorium technician once. He showed me his office, that he must be always reachable, etc. He had so much time and talked to me for at least 30 min. He showed me all the stuff in the auditorium and what problems he already had. he didn't seem to be in a hurry. It appeared that his job mainly consists out of many hours of doing nothing.
