Yasukuni is the Shinto shrine to Japan's war dead. After WWII, some so-called 'war criminals' were enshrined there as well. Shinto holds that their souls are now partially fused with the others at Yasukuni and thus cannot be un-enshrined.
The real issue is the use of Yasukuni by anti-Japanese elements in China and Korea to guilt-trip and grief Japan. It's almost a parallel of the use of Confederate war memorials by Negroes and leftist self-loathing whites for guilt-trip purposes.

Well to be honest that side of the world respect authority and more than all, the show of it.
