US Nuclear regulation went through excessive bloating in the 70s-90s mostly due to action based off environmentalist pressures. Some of it is probably reasonable but I expect government looks at it like opening a can of worms in the US's case.

Encapsulated fuel would drain out of the reactor with a loss of coolant pressure and end up by way of gravity in a large water tank for storage until the cooling system is operational again. You can't meltdown if the fuel is never in a position to melt, and any steam created by the cooling process would naturally condense, become water and return to the storage tank by gravity.
