It's fine in Norway at least in Oslo where I live, I don't really see anything on the level of the video. There may a few people people sitting on the streets with signs asking for money but they aren't aggressive and they don't live there with tents and shit, they are just there during the day, ideally though they would be prevented from doing it.
Also there isn't loads of ODs and a massive level of addiction like there is in the US. I don't know anyone who died of an OD. I think the doctors handing out opiates really easy is what fucked you guys over because once they cracked down on that the people moved to heroin, in Norway you won't get pain pills that easy, they are pretty restrictive on prescribing them.

There was some homeless worker here a while ago talking about how he really disliked the homeless in the USA as there is a very big difference between those who are homeless because of really bad luck and circumstances, and those who are homeless because they're fucked in the head and cant be helped.
I don't know how true it was, but he basically said that if you really try it's very hard to remain homeless, but that was years ago so maybe things have changed.

Well the worst state for it is west Virginia and that isn't a sanctuary city place, it . Also I think it was under the surface for a while but only got really bad when prescription painkillers became harder to get and fentanyl starting coming in more and more.
