The transformers cost a few thousand each, and take enough red tape and paperwork to install to make the cost to customers and taxpayers probably over $100k altogether.

The substations are intentionally built so that the fire hazard from something like this is minimized. They cage it off, clear the ground of flammable material for several feet, and they don't have any on-site staff. I'd be surprised if there were any injuries other than financial.
