You're right, but skin color is correlated with ideology. Statistically you may be able to take in one or two people of a different skin color if you find the rare exceptions who share your ideology, but if you change your demographics massively or invite millions of foreigners the Law of Large Numbers implies you're bringing in more people of different ideology than of similar ideology.
