Credit card rewards are tricky. It's easy to overspend when you use credit cards. Running out of money in the wallet is a good way to stop wreckless spending. With credit cards you keep spending. The rewards also add gratification that makes you feel like you spent your money well as you walk out of Target with some garbage Chinese electronics and junk food.

I am leaning more towards it being a bad idea. It is really similar to have a higher minimum wage of say $15/hour, in that if companies won't hire workers that previously worked for $8/hour and will instead go with a solution that costs $10/hour since it is cheaper in the new dynamic (e.g. those automated kiosks at MacDonalds). Effectively, this rule would prevent banks from lending to certain creditors at an appropriate rate to reflect the risk of the creditor. There are definitively creditors whose credit history would have put them above 15 % and banks would just not lend to them under this rule (n.b. not all would have bad credit history, plenty of younger individuals would have a credit history that would make them have a rate higher than 15 %). Kinda of a moot point though since you should always pay off your credit balance by the end of the month.
