If you read his legal opinion, he blocked Trump's wall because an activist environmentalist group named Sierra Club said the Border Wall would interfere with night time fishing alongside the border due to Border Patrol using Floodlights.
Obama Judge from California placed an illegal injunction on Trump building a wall in New Mexico because the Seirra Club argued to the judge that building a wall will interfere with their night time fishing along the border.

So yeah, this illegal injunction by this Obama judge happened because the judge granted illegal standing to some random Seirra Club with their argument that the border wall will interfere with fishing near the border and get this, the area affected isn't even in California or the same district the judge presides over but a completely different state and circuit.

It doesn't matter what a Justice says unless it's dictated in the holding and in the majority. The holding in that case didn't change the current understanding. The argument in 17-965 was not about whether a District court had Nationwide jurisdiction it was whether the Presidential Proclamation 9645 violated the INA or the Establishment Clause.
