The cut on poppy production was a political move at a time when they had big stocks of it to keep profiting from trafficking. The Taliban is just as corrupt as everyone else, they just kill more. If they had stayed in power, they would've run the country to the ground even further because of their moronic policies and lack of long-term thinking in terms of say timber exploitation. They couldn't even maintain basic infrastructure.

How much of it was due to stupidity and how much due to malice, only the Taliban could say. It is illogical to demand that the money that is meant for protecting cultural heritage is used to feed children instead.
