I suggest the rest of the world just leaves Africa alone. Don't provide aid. Do minimal trade with them. If they can pull their shit together and become a respectable continent then they've earned their existence in the world. Otherwise let them run the place even more into the ground than it already is.

I think a large portion of their problem is that their culture and moral values haven't evolved much to create an organized society. They're basically having to rapidly evolve what took the rest of the world thousands of years to achieve. As far as agriculture and animal domestication are concerned (the prerequisites for any society), Africa had none of that naturally. The rest of the world provided that and technology quickly outpaced cultural/moral evolution in Africa.
