That would require much more containment oriented policing than we're used to. As things are now if somebody is in distress in a public place the police and paramedics spend a lot of time and effort dealing with them. Reducing the social condemnation of being fucked up would lead to more incidents requiring police attention.
Containment oriented policing would involve identifying symptoms common to drug users and immediately detaining them and removing them from the scene to something like a drunk tank. The problems with this are numerous, from the logistical issue of the drunk tanks with violent and dangerous people on drugs attacking each other and the police being responsible for this due to the fact that they detained these people to ethical concerns such as the expectation that officers impound people rather than focusing on non-detention solutions, mistaking mental illness for drug use, the harm that these drug users could cause before the police arrive and the etiquette of calling the police for someone sat in a corner quietly nodding off compared to the most intoxicated users screaming while rolling around on the floor.
Then there's the problems with the taxation itself, where sells these drugs to tax them? Tesco? Drug users are more likely to become violent when refused sale of drugs than a drunk middle aged woman trying to buy another bottle of wine. Putting a large enough tax margin on drugs for it to be profitable for the state and a sales margin on drugs large enough for it to be profitable enough for shops while keeping the prices competitive for even the most squalid hobos is difficult and downright impossible when compared to illegal enterprise. This isn't like legalising marijuana where middle class kids might use it at the weekend, we're talking about scum getting through life just enough to save £5 for a bag of drugs so they can pass a day or two without being aware of it.
