I think a civil service should be mandatory.
Following the completion of high school, 9 months should be spent doing humanitarian work internally, and then 9 more either in military service or doing international humanitarian work.
Afterwards, 3 years of college are provided free of charge.
If someone refuses to participate, they lose access to social services for their lifetime, but still pay taxes into the system.

If America or EU had a system like this, it sure would do a lot to dissolve regional rivalries and to ensure everyone is not only an effective citizen, but also independently economically viable.
