There are two essential facets to this that are required to reduce the population.

1. control of birth rates.

2. Elimination of high birth rate populations.

Ultimately, reducing the population in places like europe, north america and parts of east asia would be pointless because all of these places are going in the same desired direction, that of smaller population.

Nigeria, India and China need to be completely glassed. Every population center exterminated to a man. These are the places where reproduction is out of control, and these are the places where humanity must be snuffed out entirely. The most effective measure for this is either radio-cobalt salting, or disease. Nuking would require too much effort, and individual extermination would be impossible.

The next step would be to completely exterminate human life in the middle east, as these nations would be the most likely to try to move into said areas that were cleansed, and are the most likely to reproduce quickly.
