When hard drive space in the early 90s became effectively infinite for text we started storing pictures, music, and videos. When the internet made information and news effectively free we started using the massive data collected on the internet to train machine learning algorithms. Why? What's there to gain from tricking you into thinking that? In a vast universe with countless Earth-like planets to move to it means there's the option to eventually flee the planet if it gets insufferable. The same reason they want the world under a single government, if people decided they didn't like one country and decided they could have it better in another, they could try to immigrate. Erasing the borders opens the floodgates, making one country just as shitty as any other, eliminating the point of there being different countries, eliminating the choice.

They are not communist, as there is still centralized government and the lack of the heavy local self sufficiency that communism requires. They still produce things in one location, and transfer them to others. While their replicators exist, they run on energy, their reactors need special minerals which are mined. There is still scarcity of certain fundamental things in most locations which must be provided by other locations.
They are firmly an example of a socialist union which has eliminated capitalist interference, but have not reached the communist stage yet. The Q are communist

The Soviet Union fell for the same reason every Communist government falls: dependence on a host. Communists are like parasites, they need to leech off of a host because they're incapable of taking care of themselves. The Soviet Union collapsed because the hosts were internal, constantly being shipped off to gulags. China's lasted as long as it has because it leeches off of foreign countries to sustain itself. If the US and other major countries cut-off China it would collapse, despite having everything it needs to be self-sufficient, but like any parasite, they're killing the host in the process. The form of government in Star Trek's Federation isn't Communism. It's a benign military dictatorship run by Starfleet. Every aspect of Federation life is controlled by Starfleet. Sure, there's an elected Federation Council and president. And part of the reason all this is even possible is because all the stupid people died in the Eugenics Wars in their 1990's.
