From where I'm sitting, it was just another in a long string of events that demonstrated that the Soviets were horrible rulers, literally toxic to their own people and their neighbors.

I dont imagine the people were particularly wise to the ridiculous mismanagement of this crisis, but the rest of the world was, and the leadership was. not really, Chernobyl was just a symptom of a world power losing a completely economic war under the guise of military expansion. If the plant had never been a problem the collapse was still imminent. That they managed to stay mostly intact at the core was pretty good game, but they are losing round two due to the fracking revolution.
