Ankle bracelets are a racket. My buddy got a DUI and had to go do a breathalyzer test twice a day everyday for a year at $2 a pop and wear that bracelet in which there was a monthly fee of $80.

Would be far better to inject them with a low frequency RFIDs as part of an immunization program. They're all carrying fucking plague and TB, makes sense to innoculate them.
They will remove the ankle bracelets or a dark market industry will pop up that will remove for a fee. RFID is much cheaper and can be loaded with all their ID data.
This needs to be coupled with a huge increase in penalties however. Get caught again after you miss your court date, mandatory 5 years in a federal prison work camp. They are here either working or sucking off welfare. Makes sense to put them in work camps making things or working on infrastructure.

The problem with RFID is that its low range, and passive. Scanners have to be within approximately 10 meters of a target to have pickup, and thats only with certain tags, which are usually prohibitively large (think soda can diameter).
Ankle trackers already send out periodic pings that are useful indicators of location, have tamper-proofing in place, and have a tried-and-true history among american paroles.

Cost/benefit doesnt make sense with ankle bracelets. The RFID would be scanned randomly if they got picked up (handheld scanner). They could cut it out I suppose so in the end I think a battery of biometrics would work better.

ICE already uses electronic trackers on illegals and existing systems already have trouble monitoring 10,000s of them year after year.
It's better to tag em with multiple rfid modules. The chips are cheaper than any active monitoring device and can discourage any unauthorized removal if you place them near critical areas like the spine or near a major artery. Then put sensors somewhere around the entrances and lobbies of every bank, post office, hospital, mall, Home Depot, ticket kiosk, tollbooth, farm, random crosswalks, etc. Anywhere they go, there's gonna be blips showing where they're headed. If they try to slip away off the grid, they'll at least leave a trail to where they might be headed or at least to someone who may have seen or helped them.
Personally, a big visible tattoo with fluorescent ink across their face should also be included but that might trigger the ACLU kikes even more.
