If you look at the murder rate and see where the inflation is coming from, and among which individuals, I'm pretty sure the majority would be inner cities, places with gang activity, places with high rates of single parenthood, and with the majority of the crime being committed by younger black men. And they do it at such a disproportionate, unusual rate. So it's not really "13% committing 50%" of violent crime, but more "a percentage of those 13% committing 50% of violent crime."

I've actually worked with African, caribbean, and African American blacks. Honestly you've answered your own question. African and Caribbean blacks have fathers, strong family ties, a half-decent cultural identity, and don't have a HUGE or plainly noticeable chip on their shoulder like AA's do. This is all plainly noticeable in their attitudes and behaviors. It's really that and the fact that i'd wager your community is somewhat homogeneous and consists of something like the top 10-15% best and brightest of their respective countries. We've got millions of south Americans to exploit for cheap labor here so we don't need Africa's garbage. I actually think it’s primarily culture, but race makes blacks more susceptible to being violent. Rwanda is a good example of blacks rejecting “black” culture and instead embracing Asian culture. It will lead to higher IQs and quality of life in Rwanda. I think most immigrants, regardless of where they are from, are more interested in availing themselves of the opportunities afforded by the United States. For manifold reasons, non-immigrant African Americans have difficulty achieving these opportunities. Racism is a part of it, but the success of recent immigrants with Black skin suggests that is not the only reason. Many on /pol want to blame genetic factors, but that clearly isn't the biggest factor either. I personally believe it is a culture that was molded by traditional racism, where blacks weren't permitted the same opportunities, being told they weren't as capable, being railroaded by police frequently, segregated, etc, which led to a feeling of hopelessness. But it gets worse: just as the civil Rights movement was beginning to change the legally sanctioned racism, policies were put in place which encouraged the breakdown of black families. Add rampant drug abuse and violence of the 60s and 70s, and we now have multiple generations of blacks with few positive role models, very few 2 parent homes, 33 percent of black males have a felony conviction. Let that sink in. I try to treat people as individuals, and make no judgements about them until I've gotten to know them, but as a human, I can't help keeping those statistics in the back of my head.
