It is a bomb in US inventory that is designed to disrupt a power grid with minimal damage to the actual equipment. The filaments short things out, breakers trip and knock the grid offline but it can be returned to operation fairly easily vs dropping a 2000lb bomb on a power plant and doing billions of dollars of damage.
