No it didn't, all it did was prevent ISPs to delegate bandwidth customer to customer, giving companies like Netflix and YouTube the same rate for bandwidth as a small blog. This further cemented the hold these giant companies had on the internet. Not that any company was doing what NN banned anyways, it was a preventative bill that made no difference

The language of the bill did not restrict regulatory authority to throttling. The government would have used field preemption to extend full and total regulatory control over the internet.

In Europe that designation is not required, the EU has de facto regulatory power over the internet. So stop bringing up utilities is has nothing to do with the argument.

It already was throttled out of existence by having its registrar revoke its domain name, its hosting service deny server space, its bank deny payments, its advertisers buckle to leftist pressure and its content delivery service refuse to cache its traffic. Net neutrality protected us from nothing.

Google, Facebook, etc all grew massive under Obama's Net Neutrality regulations exactly because they didn't have to pay extra for all the extra bandwidth they were using when compared to other start ups.
Internet pre Obama's NN had a constant flux of start ups and failures. Companies were constantly entering and leaving the internet market space.
Then, during the era of Obama's NN regulations, we suddenly see all that stop. Literally in just a few years, the web becomes taken over and stagnant under a handful of monolithic entities who all obviously work with one another behind the scenes to control the market.
Net Neutrality, objectively caused the stagnation of the internet and handed Google, Facebook, etc the power to offload their server and bandwidth costs onto ISPs, while forcing smaller companies to pay higher prices as the ISPs had to spread out the bandwidth costs across the entire market.
It's also when Amazon took over the server hosting market, and companies like GoDaddy took over their respective markets as well.
It's simple economics, when one entity is using more of something, usually they're charged more, but when rates must be equal among all entities, then you see that cost shifted and spread out across all entities.
Smaller businesses were punished by NN, while Netflix, Google, Amazon, etc all had flat rates and offloaded their operation costs onto ISPs, users and competitors.
