Mexico is pulling an art of the deal on Trump. They weren't enforcing rules and laws already in place, so now they can use it as a concession to actually enforce them. Migration numbers were high, they allowed them to bloat out of control, so now it's a concession to merely return them to the regular unnecessarily high numbers they were before. Again, no actual gains for Trump, merely a reset back to the unfair status quo.
