The Moon project is supposed to help with the process of a mars mission by allowing a stepping stone because the current NASA rocket in development the SLS will not be capable of proper manned mars mission until it's second development phase along with stalling for more time since the first phase is 3 years behind schedule and billions of dollars over budget and people are starting to ask questions considering the growing private space market so you can hopefully see the levels of kikery involved.

NASA is more concerned about funding ICBM engineers than actual space exploration (it's been this way since the space shuttle) so to look busy and to keep those ICBM engineers in business NASA wants to build a midpoint called 'gateway' using the stage 1 SLS once it's actually capable of flying so the capsule they are developing for stage 2 can refuel so it can get to mars and back.

I currently predict Musk will get his starship to mars well before NASA unless NASA sabotages spacex, which they might well try to do.
