Population can downtrend, there's nothing inherently wrong about a population decline. The problem is that a lot of economies set themselves up to only function with infinite growth. Japan will undergo an economic capitulation and when the economy restabilizes and the large elderly population has passed, people will be freed up to start having kids again. No immigrants needed; importing immigrants just kicks the can down the road and makes the downtrend even worse whenever it happens.
