Hot vs. Cold weather selection theory. It doesn't explain everything but the gist of it is this: Cold climates are very difficult to survive in. Exile in such a climate is usually a death sentence. So over time a population is cultivated that is very cooperative. All the people who were hard to live with were exiled and died off.
Not so in Hot weather climates. Food grows year round and exile just means some alone time in the woods. Such populations instead evolve for quick aggression and high promiscuity. All their hard to live with people just go live in the woods and they capture women when they want to breed. Over time, this creates a population with high violence and poor organization ability.
