Civil engineer here. In example, for a highway tunnel, you will need to account for about 100 years from the inception of the project to being finished.
Why is that?
You have to birth the idea.
Followed by analysis if the project is feasible or if there are better alternatives.
Followed by a financial analysis if you can actually afford it.
If you do, rough first planning takes place.
Followed by an environmental analysis.
At this point the public usually makes a big outcry because if you build something you are guaranteed to harm some nature.
A big public debate ensures, lawsuits are filed.
When this is resolved you are already some decades down the line.
You first analyses aren't up to date anymore.
New estimations on traffic flow, usefullnes etc.
New rough planning.
Fine planning
Soil testing
Writing out the contract of the project.
Getting offers
Deciding and calculating on an offer
"Project start"
Actually building something
New lawsuits start coming in
Change of certain laws hinders progress
Need to change the plans due to new findings or laws
Building site gets stopped due to lawsuit
Starts up again
At this point the public questions the usefulness of the project again
Contractors go bankrupt
Budget isn't in order due to recession

You know, I kind of agree, but I honestly don't see any good ways of lowering the building times. I want nature protected and I want the tunnel that's being built to actually be useful.
