So we are arguing over the definition of "decline". Socio-Political decline is largely independent of economic, technological, or geopolitical decline. Yes the Empire attained many of its highest achievements after the year 1 AD - but it was still in social decline as of the end of the second century BC. The causes of that social decline were outlined by myself, and i don't thunk you can deny that there were several civil wars and political massacres decades before Gaius Julius crossed the Rubicon. You probably (I hope) also won't deny that the first "Bad Emperor", Caligula, took the throne in 37 AD, and the Praetorians selected his successor. Those two facts mean that the Empire of Augustus was officially over. After Nero, good emperors become less common than bad ones.

What happened after Nero? The war of the Four Emperors, the exact type of "military dictators with private armies" scenario that Augustus was enthroned to prevent.

What else happened in the 1st century AD? After the failures to conquer Germany and the Sudan, Augustus decided that the Empire would no longer expand in any significant way, and instead focus on holding territory. None of his successors tried very hard to change this policy, and the Empire never annexed a nation-sized territory again. This policy of turning inward was confirmed most theatrically by the construction of Hadrian's Wall, because even good emperors with strong and loyal militaries at their call were not interested in expansion.

So as i said we define the terms differently. You seem to think that "managed decline" looks like the anarchy of the Late Empire, but it does not. Rome didn't really fall the way you think it did. The city of Rome had birth rates below replacement levels for centuries, as is often the case for empire capitals. The rulers become degenerate, glutinous, degraded mental capacity, dysgenic.
