In fact this is already happening. Now. Iraq, Afghanistan, Libya, Syria and Yemen are all concrete examples. Presently these are all limited to proxy wars, or wars between a nuclear power and a non-nuclear power, but eventually there will be outright confrontations between opposing nuclear powers.
