Not really, since China is trying to assert dominance over Hong Kong before 2047, technically they are in breech of the agreement that Britain signed to decolonise Hong Kong. If the Hong Kongese are able to assert independence (not likely without foreign assistance), they would have a strong legal basis to keep that independence.
