Every top sociologist agrees that there is no genetic component to crime. It’s all culturally relative. If you grow up in a ghetto with no father with bad schools and no jobs and where gangs control every corner how could you really blame someone for selling a few grams of weed just to survive? Or simply taking a wallet from someone who has more money anyway? I’d argue most urban youth need a wallet much more than your average middle class professional.
In fact here in Canada we supply every immigrant with food, housing, transportation, language classes, general education, help finding a job, and a modest stipend so they can afford basic necessities like new basketball shoes and weed. We continue this until the refugees have been integrated and can support themselves.
You see here in Canada we believe the only reason people commit crime is out of necessity. If we provide can provide a good respectable life for everyone then they will have no reason to rob or steal.
