There is no president as such. The head of state is nominally the Queen of England. I know, I know. The head of govt is the leader of the party with the most seats in the House of Commons. Voting for members of Parliament is on a first past the post basis (plurality). It's pretty rare that a party gets 50% of the vote at election, usually 40% will take a majority of seats because of the number of parties
