They kept assassinating each other and trying to take power for themselves, and then when they weren't assassinating each other they were waging very costly civil wars, and because these assassinations and civil wars go much further than just one self proclaimed leader against another, the families and aristocracy connected to the man would be targets too, so slowly all the rich and powerful men were wasting money killing each other for control, in the end there was no more money for anything else.
