That's not how car insurance works and health insurance doesn't work the way and other form of insurance works. You don't use car insurance to get a car wash or oil change. Car insurance is to insure you against the financial cost of damaging someone else's property or killing/injuring another driver. Driving is a right, not a privilege. There's enough SCOTUS cases that clearly lay out free travel and use of the interstate as rights. They've also declared that the government is forbidden from banning any popular means of expressing a right. They've already found every element related to driving a car as a right. But there's no case law that ties them all together.

But even so, in all cases the people who write the laws don't just write down whatever you want. They need to keep lots of people happy if they want to keep writing the laws. In America they need to keep "the people" happy - in North Korea they need to keep "the generals" happy, and so on.
So you need to convince other human beings who all obey the law that they should revoke their obedience to the law writer's laws. But the only way that other human beings generally find revoking that obedience acceptable is through the political process, and not just armed revolt (except as a last resort).

SCOTUS has already found that rights are not absolute, and such safety interests give room for the government to regulate. The government has been wildly lenient about licensing and regulation of motor vehicles, and so infringement arguments will fail.
Driving is a right. The government's minimal infringement doesn't suddenly make it a privilege which they have unlimited control over, which is the crux of the retardation behind the "driving is a privilege" crowd. Other rights are regulated and everyone gets the limited intrusion, but suddenly when we're talking about travel they go full potato.
