Anarchy mostly means the absence of a semi private state controlling things behind courtains. There will still be a hierarchy, there will be borders, and possibly a small state. Small representative repubics or city states could be considered anarchist states. All memes aside, anarchy could work in small places with homogeneous population, otherwise it will be a transition state as other user has pointed out.

Anarchy as a system is paradoxical. At what point does "Anarchy" end? Obviously under Anarchy someone will have the power of resolution because competition is inevitable and the biggest fish in the pond is a relative ideal, so at what level of structure does it stop being "Anarchy"?
