If it were up to government funds they would have already closed down, since most governments in africa are disfunctional and corrupt to the bone. Vulnerable means that it's threatened by degradation of the environment and loss of habitat, not hunting and it risks becoming endangered unless those factors are corrected. Endengered means it's also threatened by hunting.
