It's all shades of shitty. Romania, Bulgaria and Croatia are in the EU, so they've got better wages. The downside is it's even easier for them to emigrate. I think Croatia loses more people to immigration in proportion to their population than Serbia.

There was noticeable improvement from 2001 - 2008. Which wasn't particularly hard considering the inflation and sanctions before that, but in short no.
We've got hardcore, in some cases unregulated, capitalism in the private sector, and a commie type system in the public sector where your membership to a political party determines your job.
That and a bloated, corrupt and inefficient justice system are the two biggest problems.
Healthcare is shit, but at least, for a lot of things, it is free.
