this is what i would do: allocate an area outside the city limits and build a camp there. all homeless would be gathered up and put there into that camp and they will stay there.

You should visit Leavenworth too. Between the two Poulsbo is a functional city, and Leavenworth is more of a tourist attraction (though a pretty one).

There's a part of northwest Seattle called Ballard and it's where all the Norwegians all immigrated to back in the day. It was basically a fishing village since forever and the local sketch comedy show would make fun of their accents and propensity to make their children learn the accordion. I've been there recently and I think most of the culture died off when the older generation kicked the bucket.

You should find the time. It's beautiful out here. If you like camping, hiking, fishing, or just staring at the mountains, this is the place for you.
