The thing you have to understand is that about 40%~ on average of illegals who are arrested end up skipping their immigration hearings. These illegals are ordered to be deported in abstentia. The bulk of these, which are now in the millions, have been ignored because of a lack of resources combined with presidents like Obama and Bush deliberately not deporting families who dindu nuffins.
Then there are about 900,000 cases in the backlog waiting to be heard.
Under Trump the number of deportations has increased and number off cases has increased and number of "stays" in deportation has decreased.
