On an individual level in a certain instant, yes. Of course the cell, the synapse can "learn" by repeated activation/inhibition though you could say this mostly is determined too if you know input pattern/intensity/rythm. On the level of a whole brain however? Technically as determined as the movement of any atom in the universe ... but too complex to truly simulate as in "predict future events". Statistically maybe, with a bit of Unschärfe for sure.

Likely but then you'll definitely just run a "cheap copy" of yourself in the simulation. Unless you - again - feed the simulation with the EXACT excitation pattern of every individual cell. And even then, in theory I am quite sure your "brain copy" neurons will react slightly differently than real biological ones (thinking about that accurately depicted even the random wiggle of some fatty acid inside the cell membrane may in the end influence overall activation). Yeah, again, slightly less cheap copy. Theseus ship at least will experience continuity. Maybe your future cybernetic self will react ever slightly differently to a certain situation than the bio-brain would have done ... but similar "warping" would happen eg. if you just had started smoking weed or working out.

Will the current green wave help AfD in the long run? I mean finally the underlying conflict in Germany surfaces (urbanite, postmodern, postmaterialistic, civic-religion, doomsday-dreamers vs. traditional, christian, capitalist, value-oriented). Pushing the climate meme so far could drive more voters to the right, especially while the CDU is so wilfully running after the greens. Thi polarization could accelarate the demise of the SPD. If CDU isnt going to fight the greens, which they won't the AfD is in the strategic position to be the only alternative to "environmental authoritarianism". Currently the Germans are larping as the "good germans", but they will soon realize the implications of the green mania.
