And you got that one nord npc that panders to the dunmer and preaches about how bad the war is, all while he is bucking to run for Jarl if Ulfric loses. And if you win the civil war for the imperials and he becomes jarl, He doesn't do jack for the dunmer he claims to be champion for. Like a true politician.

Ulfric is a "useful" agent in creating dissent, but if you read the dossier papers to the fullest (which for some reason nobody does) it says killing Ulfric will be beneficial for an Imperial victory (which they want), and absolutely not let a Stormcloak victory.

This is because a Stormcloak victory completely annihilates Aldmeri influence. The Dominion has no proper invasion force, and must completely rely on Imperial forces to do it's bidding. Whatever incursions it'll make will be destroyed, so the sooner Skyrim rebels and fortifies, the better.

The Empire is too decadent and divided, it has no proper dynasty (in fact, even the emperor dies by games end), has no unity, and little hold on it's provinces.

Ironically enough I reinstalled this game and have modded the hell out of it. When this game came out I was full Imperial, now though I'll side with the stormcloaks, Skyrim belongs to the Nords.

For Skyrim in-particular, it's the Stormcloaks but for Tamriel on the whole it's the Empire. Each province should be more or less self-governing as Skyrim is but still work with the Empire to thwart the Aldmeri Dominion.

The answer is the stormcloaks. The empire was a political machine created by a dragon souled, mecha piloting, pre portal god emperor, whose line was now extinct. It had no reason to exist except to maintain order and specifically set out to not put a septim from a branch family on the throne, of which there are several, not even to light the dragon fires. This is to say that the elder council, which maintains the empire, specifically allowed and continues to allow the chance of mass daedric invasion on the world to maintain power and control absolutely over one country rather than save the world.

Meanwhile the thalmor, which are such a threat can't even take the redguards and if they do the hunding will be reincarnated to lead a new jihad. The argonians are uninvadable. The nords are only held back by honor and duty and that really only half of them.

The only reason the thalmor exist is because the sickly empire is wasting resources defending them. The redguards, nords, or argonians could beat the thalmor in a fight but aren't allowed to do so because of imperial treaties.
