As of right now it seems to be localized (IE non african countries) that are having declining birth rates. I think (therefore i could be wrong) that this is due to increased competition in more urbanized societies and a general lack of frontier to expand into. That or the "comfort" that is attained is deemed to be optimal for people in countries with declining birth rates, because of this the average person doesn't see a reason to continue to procreate. The reasoning behind this is probably far more complex between psychological reasons or simply being unable to continue to improve the means of their offsprings future.
Well technically you would say that people are having kids later in life. I do think there is definitely some instances of people opting out of parenthood, but the case that people are choosing to form families later is the most accurate representation of our demographic trends as of now.
