Look at how Singapore does it. The government builds lots and lots of apartments that they lease to their tenant without making too much of a profit. At the end of the process, they have another citizen that owns a home. Any income generated goes to make more homes. I think they have a 90% or more home ownership there. Foreigners aren't allowed to buy property there too, like most of Asia.
