This is the only scenario that makes sense in the current timeline. Think about it. All avenues have been exhausted with Iran, so attacking them preemptively is justified. However, the bigger point is that nuking Iran would cause enough internal strife among the already divided American populace to trigger national civil unrest, thus kick starting the consolidation of powers towards the commander-in-chief.
Congress will have no choice but to declare war on Iran, they will delay and delay, but eventually they will be forced to declare war.
